Rancho Santiago Community College District Hires Joe Melendez as Facilities Project Manager

​(Santa Ana, CA) — Rancho Santiago Community College District (RSCCD) has named Joe M. Melendez as Facilities Project Manager – Facility Planning, District Construction & Support Services. His duties include overseeing and managing all aspects of RSCCD projects, from inception and planning through construction completion.
Melendez will integrate and oversee facilities planning activities for the construction, repair, replacement, and renovations of RSCCD facilities, equipment, and systems to address district and instructional program needs in support of the District’s Comprehensive Strategic Plan, Facility Master Plans, and other goals and objectives.

Melendez’s 14-year career includes seven-plus years in school construction with the Division of the State Architect and seven years in healthcare construction with the Office of Statewide Health Planning and Development. Additional clients Melendez has worked with include the Los Angeles Unified School District, Long Beach Unified School District, Colton Joint Unified School District, Saint John’s Health Center, and Cedars-Sinai Medical Center.

He also has experience with multi-million-dollar construction, renovations, and facilities/capital improvement projects. These include Public Bid, Lease-Leaseback, Multi-Prime, Design-Bid-Build, Design-Build, California Multiple Award Schedules, and Formal Hard Bid contracts for minimal to highly complex school and healthcare construction projects ranging from $5 million to $300 million. His background in program management providing services for various K-12 and community college clients on local and state funded bond programs will be a key asset for RSCCD.

Melendez earned a Bachelor of Science degree in Business Administration with an Information System Option from California State University, Northridge. He also holds a Construction Management certificate from California State Polytechnic University, Pomona. Additionally, he has a LEED AP Building Design + Construction Accreditation from the U.S. Green Building Council.
