Interim Vice Chancellor, Business Operations/Fiscal Services

Adam O’Connor was appointed interim Vice Chancellor of Business Operations/Fiscal Services for the Rancho Santiago Community College District (RSCCD) effective October 1, 2020. Mr. O’Connor functions as the Chief Business Official (CBO) and the Chief Financial Officer (CFO) for the district.

His responsibilities include all business operations for the district, including Budgeting, Payroll, Accounting, Accounts Payable, Internal Audit, Facility Planning & District Construction Services, Purchasing Services and District Safety & Security Services. In addition, Mr. O’Connor oversees the management of all district capital construction projects including those funded by Measure Q, a Facilities Improvement bond authorization for $198 million for capital improvement projects at Santa Ana College that was passed by the voters in November 2012.

In his role as Vice Chancellor, Mr. O’Connor provides strategic direction on budget and fiscal matters districtwide and serves as the district's liaison to the Citizens' Bond Oversight Committee for Measure Q. In addition, he chairs and serves on various participatory governance committees throughout the district as well as several Board committees.

Mr. O’Connor is in his 30th year serving in public education administration. Before joining RSCCD in 2011 as the Assistant Vice Chancellor of Fiscal Services, he served as the Director of Budget and Finance at Fullerton College where he also served as an adjunct instructor working with a diverse socioeconomic student population in the subject areas of financial, managerial and small business accounting. Prior to beginning his career in public education, he served as a senior auditor with KPMG Peat Marwick.

Mr. O’Connor serves on the statewide ACBO Fiscal Standards and Accountability Committee. In addition, he is a volunteer with the Orange County Chapter of the Alzheimer’s Association and a mentor with the Orangewood Foundation Foster Youth Program.

A licensed Certified Public Accountant, Mr. O’Connor, holds a Bachelor’s degree in Business Administration, Accountancy from California State University Long Beach, and an MPA from California State University Dominguez Hills.
