RSCCD Adopts $905 Million Budget: District announced a balanced budget for the fourth consecutive year with no structural deficits.

The Rancho Santiago Community College District Board of Trustees has adopted a comprehensive $905.6 million spending plan for 2025–26 fiscal year, reflecting restored FTES, increased state funding, and strengthened investments in student access, success, and infrastructure.

This budget includes key allocations to support instructional growth, maintain a structurally balanced budget for the fourth consecutive year, and deliver an additional $6.9 million in one-time funds to colleges through the district's Budget Allocation Model (BAM).

“This budget demonstrates RSCCD's continued commitment to student equity, institutional sustainability, and responsible fiscal stewardship," said RSCCD Chancellor Marvin Martinez. “With restored growth and targeted investments, we are ensuring our students and communities benefit from the resources they need to thrive in an evolving economy."

Among the highlights:

  • General Fund: The budget allocates $527.9 million to RSCCD's General Fund, which supports the district's core operations and reflects growth and Student-Centered Funding Formula (COLA) adjustments of 2.35% and 2.30%, respectively.
  • Total All Funds: The total 2025–26 budget across all funds is $905.6 million, incorporating state growth funding and one-time resources.
  • Balanced Budget: For the fourth consecutive year, RSCCD has adopted a balanced budget with no structural deficit, demonstrating strong fiscal management amid changing enrollment and funding landscapes.
  • College Allocations: An additional $6.9 million in one-time funds will be distributed to the colleges through the BAM to support strategic priorities and student needs.
  • Health & Welfare Note: The budget does not yet reflect any potential changes in employee health and welfare plan savings or added ongoing college costs.

The 2025–26 budget was developed through a collaborative process led by Vice Chancellor Iris Ingram and the Fiscal Resources Committee, with representatives from Santa Ana College, Santiago Canyon College, district administration, and employee groups.
